This error appears when you try to add a member who is classified as an email-only user, but your license does not allow email-only users (email-only user limit is set to zero).

A member is considered email-only when both Member Portal and Mobile checkboxes in Alert Delivery Options are disabled, and only Email Notification is enabled (even if the option appears disabled).

To add the member successfully, enable at least one access option (Member Portal or Mobile). This ensures the member is not treated as an email-only user and avoids the license limit error.
